So yeah.
I'm currently using the Mechwarrior Quadilogy pack and MW3 in there is working decent enough, but I needed to install a couple dll files to get it to not have screen blurring issues. Now that it's working, I've run into an issue where my FPS crawls at anything other than 640x480 resolution.
Thanks for any help!

I just installed this today after finding out on Reddit. I got MechWarrior 3 working for the first time using this. I'm running it in 800x600 with the no CD patch and the ATI fix that is installed in the Quad pack. I highly recommend it. I'm currently uploading it to My Drive.

I see this guy was talking about your DLL being outdated. https://www.reddit.com/r/mechwarrior/comments/3yyvao/mechwarrior_3_screen_blurringacting_super_weird/

I've experienced this plenty with the mod. I always thought it was the added effects/stuff the game engine has to do that it doesn't always keep up with effectively.

I just read through that reddit thread. Two things, one I mentioned above, may be the fps drop issue answer. The game engine itself may be the problem. It was always buggy. When the game engine gets overloaded with calls/tasks it tends to slow down. It was written in 1996-97 I believe. Keep trying, maybe that's not it, but if it is then there's nothing short of re-writing MechWarrior 3 that can change it.
The other thing: the .dll file, Nightthastus, you mentioned you swore there were two. Could it be that when you installed the voodoo .dll it overwrote the normal mech3 .dll? If that's the case, and if it's meant to do that (because your game still works, right?) then the new .dll must be an altered version of the mech3.dll. I would like to know if this is the case.

If it is the case, then the voodoo patch will overwrite the mech3.dll in my mod, and that will nullify the changes I made to the .dll for my mod, so it won't be compatible with this voodoo patch.

Whoops. I haven't checked this thread in awhile.
Game still works. I tried downloading the updated version of Voodoo and throwing 3 DLLs and overwritting the old ones in there. No change performance wise, still crawls if I go above 640x480
